NOTICE OF HEARING CITY OF CLAREMONT

TO WHOM IT MAY CONCERN:
Notice is hereby given that the City Council of Claremont, Minnesota will meet in the Council Chambers of City Hall at 7:00 p.m. on December 13, 2016, to consider assessing the property located at:  
309 E. Front Street
in Claremont, Minnesota for special charges pursuant to Minnesota Statute Section 429.101 due to mowing services provided to the property by the city.  The amount of the special charges are:
$609.00 for mowing at 309 E. Front Street.
Adoption of the proposed assessment may be taken at the hearing.  Such persons as desire to be heard with reference to the proposed assessment will be heard at this hearing.  The proposed assessment is on file with the city clerk.  Written or oral objections thereto by any property owner will be considered at the hearing.  
No appeal may be taken as to the amount of any assessment adopted unless a written objection signed by the affected property owner is filed with the city clerk prior to the assessment hearing or presented to the presiding officer at the hearing.  The owner may appeal an assessment to district court pursuant to Minnesota Statutes Section 429.081 by serving notice of the appeal upon the mayor or clerk of the city within 30 days after the adoption of the assessment and filing such notice with the district court within ten days after service upon the mayor or clerk.  
Homestead property owners who are 65 years of age or older or retired by virtue of a permanent and total disability for whom it would be a hardship to make payments may apply for a deferral of the special assessment by contacting the city clerk.  
The property owner has the right to prepay the entire assessment by submitting payment to the city clerk.  Partial payment of the assessment has not been authorized.  Prepayment of the special assessment must be made within ten days of adoption of the assessment role.  An interest rate of eight (8) percent per annum shall accrue if the assessment is not prepaid within the required period of time.
