Special Board Work Session Meeting Minutes
December 7, 2015
School Board Chair Jill Minette-Stacey called the Special School Board Work Session Meeting to order at 6:00 p.m. Board members Jill Minette-Stacey, Brea Koebele, Rob Hamlin, Kent Harfmann, Angie Richards, Missy Swarts, and Superintendent Matuska were present. Board member Brandon Madery was absent.
Rob Hamlin made a motion, seconded by Missy Swarts, to approve the amended agenda to strike item 5.1 for a future meeting date. The motion carried unanimously.
Brea Koebele made a motion, seconded by Kent Harfmann, to approve the minutes of November 16, 2015, Regular School Board Meeting. The motion carried unanimously.
The new Zumbro Education District facility plans, proposals, and preliminary budget figures were reviewed and discussed. The Board desires more detailed information from ZED.
The next Regular School Board Meeting has been scheduled for December 21, 2015, at 7:00 p.m. in the Community Ed Multipurpose Room.
The Special School Board Organizational Meeting has been scheduled for January 4, 2016, at 6:00 p.m. in the District Office Board Room 103.
Rob Hamlin made a motion, seconded by Kent Harfmann, to adjourn the meeting at 7:18 p.m. The motion carried unanimously.

Meeting Minutes
December 21, 2015
School Board Chair Jill Minette-Stacey called the Regular School Board meeting to order at 7:00 p.m. in the Community Ed Multipurpose Room. Board members Angie Richards, Rob Hamlin, Missy Swarts, Kent Harfmann, Jill Minette-Stacey, Brea Koebele, and Brandon Madery were present. Student Board Representatives Jessica Kelley and Stephanie Hamlin as well as Superintendent Mark D. Matuska, Business Manager Bob Hasz, Community Ed Director Jenny Carrier, Curriculum Instruction Assessment Director Kelly Braun, Grounds Maintenance Supervisor JJ Williams, Principals Trent Langemo, Michelle Krell, and Ariana Wright were also present. Activities Director Kyle Huneke was absent.
Rob Hamlin made a motion, seconded by Angie Richards to approve the agenda as presented. The motion carried unanimously.
School Board Chair Jill Minette-Stacey introduced the presenters who in turn introduced the recipients for ‘KoMet Kommendations’ recognizing the following individuals with a KoMet Koin for their outstanding achievements and/or dedication to K-M Schools: Trina Fjerstad for achieving Academic All-State in Volleyball, Lilly Braun for making 1st Team All-State in Volleyball as well as marking the K-M All-Time Assists record, and Samantha McMillin for marking the K-M All-Time Block Record in Volleyball; Logan Bigelow, Rose Kraus, Justin Marsland, and Carter Murry for achieving December Students of the Month; and the Elementary School PLC Facilitators were recognized their principal, Ariana Wright: Aimee Johnson, Alecia Meline, Brian Sandstrom, Jen Kujath, Ryan Christensen, Bryan Johnson, Joel Olson, Jenny Dalsted, and Ann Mikkalson.
The Elementary School PLC Facilitators provided their Progress and Goals demonstration presentation.
Student Board Representative Jessica Kelley stated the $1 candy cane fundraiser to purchase “Toys for Tots” was successful at the High School this year. Student Board Representative Stephanie Hamlin reported on the holiday activities that several clubs at the High School are conducting this winter. FCCLA is volunteering to wrap gifts at the mall. They also created a “Wall of Gratitude” at the High School, where students can fill out a blue or white piece of paper with what they are grateful for. FFA is raising money for the Food Shelf. NHS is baking cookies for families in need during the holidays. HOSA is hosting a Holiday Movie Night on December 23 at Community Ed for a free-will donation. All proceeds will be donated to the Luekemia and Lymphoma Foundations.
Suzanne Riley with Southeast Service Cooperative went over Kasson-Mantorville Schools’ member value, value report, and member summary for 2014-2015. She highlighted that more dollars from the Health Insurance Pool would be available as wellness dollars for the new Fitness Center at the High School.
Greg Crowe from Ehler’s explained the refinancing option for the Middle School bond debt that will save taxpayers approximately $2.3 million due to the availability of lower interest rates.
Bradley Carlton with Clifton Larson Allen gave the 2014-2015 Audit Report for Kasson-Mantorville Schools. The school maintains balances below the state average in every fund and was found to be in compliance for the audit.
K-M Schools Business Manager Bob Hasz presented Truth in Taxation. He can be reached at 507-634-1100 with any questions.
Missy Swarts introduced Resolution for Acceptance of Gifts to ISD 204 and moved its adoption for a total value of $7695.49. The motion for adoption was duly seconded by Rob Hamlin, and the motion carried unanimously.
Land & Facilities Committee Chair Brandon Madery reported that new construction at the High School is on schedule. Negotiations Committee Chair Kent Harfmann reported that the committee continues to meet regularly. They are moving along well and are close to completion.
Superintendent Matuska shared a communication from the Bruce and Deb Schwartau family. Mr. Matuska reminded the board to attend the Personalized Learning Summit on January 27, 2016, at 4:00 p.m. at Southeast Service Cooperative. There was further discussion for consideration of a new facility for the Zumbro Education District. Carol Anhalt and a ZED Board member were invited to attend a K-M Board meeting in January to provide further information requested by the K-M School Board and answer questions. Mr. Matuska touched on the “Every Student Succeeds Act” recently passed by federal legislature. The new bill gives more flexibility at the state level and lifts some restrictions previously placed on federal aid for schools.
Angie Richards made a motion, seconded by Jill Minette-Stacey, to approve the bills. The motion carried unanimously.
Missy Swarts made a motion, seconded by Brea Koebele, to approve the consent agenda, which included December 7, 2015, Special School Board Meeting Minutes, approval of the settlement for the Construction Tech Home Litigation and payment to Rawik, Roszak, and Maloney, and the following personnel items. The motion carried unanimously.

Kent Harfmann made a motion, seconded by Brandon Madery, to approve the Resolution for Refinancing Middle School Bond Debt. The motion carried unanimously.
Brea Koebele made a motion, seconded by Angie Richards, to approve FY15 Audit Report. The motion carried unanimously.
Missy Swarts made a motion, seconded by Brandon Madery, to approve 2015 Pay 2016 Levy Certification. The motion carried unanimously.
The first reading for policies 410 Family and Medical Leave Policy, 424 License Status, 520 Student Surveys, 528 Student Parental, Family, and Marital Status Nondiscrimination, 606 Textbooks and Instructional Materials, 701 Establishment and Adoption of School District Budget, 703 Annual Audit, and 706 Acceptance of Gifts was conducted.
The next Special School Board Organizational Meeting has been scheduled for Monday, January 4, 2016, at 6:00 p.m. in the District Office Board Room 103. The next Regular School Board Meeting as well as future regular board meeting dates for the year 2016 will be determined on January 4.
The Personalized Learning Summit has been scheduled for January 27, 2016, at 4:00 p.m. at Southeast Service Cooperative in Rochester.
Rob Hamlin made a motion, seconded by Brandon Madery, to adjourn the meeting at 9:29 p.m. The motion carried unanimously.
