DC man charged with criminal sexual conduct following incident at city pool

A Dodge Center man was arrested and charged with Criminal Sexual Conduct — 2nd Degree — Contact under 14 — Actor > 36m older after the Dodge Center City Pool manager reported a man acting inappropriately with juvenile females.
According to the criminal complaint, a Dodge County Deputy met with the manager on July 29 “who pointed out the suspect and contact was made with him.”
The suspect at the time was identified as Abel Sanchez Montalvo, 32, based on a Mexico ID card, “and due to the language barrier between Montalvo and Deputy Rehmann, Montalvo was detained and placed in the backseat of Deputy Rehmann’s squad vehicle.”
A second deputy arrived on the scene and stayed with Montalvo while the other deputy spoke with the alleged victim and witnesses.
A Dodge County deputy made contact with the victim, who said that her friends were splashing her with water in the pool “and while doing so, she backed up in Montalvo’s direction.”
“Suddenly, she felt Montalvo smack her butt with both of his hands,” the criminal complaint stated.
According to the complaint, the victim knew it was “Montalvo who smacked her butt, as he was the only person behind her.”
She told the deputy that her friend may have seen Montalvo do it “but was unsure if anyone else had.”
“Additionally, Victim stated that Montalvo was giving his Snapchat and phone number to her friends,” the criminal complaint stated.
The deputy made contact with two witnesses and one “stated that Victim told her that Montalvo was acting inappropriately and put his hands on her.”
One witness was told by the victim that “Montalvo was trying to exchange phone numbers and Snapchat names with juvenile females.”
The deputy then made contact with a second witness who is a friend of the victim.
The witness, according to the complaint, “stated that she did not see Montalvo touch Victim’s butt, but heard it happened.”
Following the alleged incident with the victim, the witness “stated that Montalvo put his arms around her shoulder then moved them down to her waist.”
