Then and Now

In November 1982, Mantorville area resident Phil Scholer, won 1st place in the Federal Duck Stamp contest for 1983-84 among 1,564 entries. Phil and Sheryl Scholer were in attendance in Washington DC during the judging and this was the first time the artist of the winning entry was there in person. Phil had previously won state duck stamp contests in Minnesota and Nevada. The first Federal duck stamp was issued in 1934 and in 1949 the stamp contest was open to any US artists and this has continued each year. It is the only art contest sponsored by the U.S. Government. All hunters 16 years and older of migratory waterfowl are required to carry a current Federal Duck Stamp or E-Stamp. Phil painted wildlife for 20 years and later was a school bus driver for Kasson-Mantorville schools for several years. This photo is from the November 1982 DCI newspaper archives.
