Special Board Organizational Meeting Minutes
JANUARY 4, 2016
School Board Chair Jill Minette-Stacey called the Special School Board Organizational/Work Session Meeting to order at 6:00 p.m. Board members Brea Koebele, Rob Hamlin, Kent Harfmann, Brandon Madery, Jill Minette-Stacey, Angie Richards, and Missy Swarts were present. Superintendent Matuska was also present.
Rob Hamlin made a motion, seconded by Brandon Madery, to approve the agenda. The motion carried unanimously.
Missy Swarts made a motion, seconded by Rob Hamlin, to approve the consent agenda, which included the minutes of December 21, 2015 Regular Board Meeting. The motion carried unanimously.
Acting Chair Jill Minette-Stacey called for nominations for School Board Chair. Rob Hamlin made a nomination to elect Kent Harfmann as School Board Chair. Acting Chair Jill Minette-Stacey called a second and third time for nominations for the School Board Chair. Two more nominations for a total of three were given to Kent Harfmann for School Board Chair. Jill Minette-Stacey closed nominations for School Board Chair and declared Kent Harfmann as elected School Board Chair.
School Board Chair Kent Harfmann called for nominations for School Board Clerk. Jill Minette-Stacey made a nomination to elect Angie Richards as School Board Clerk. Board Chair Kent Harfmann called for nominations a second and third for School Board Clerk. Brea Koebele made a nomination to elect Missy Swarts as School Board Clerk. Kent Harfmann closed nominations for School Board Clerk and conducted a roll-call vote of the Board. Kent Harfmann voted for Angie Richards, Angie Richards voted for herself, Jill Minette-Stacey voted for Angie Richards, and Rob Hamlin voted for Angie Richards. Brandon Madery voted for Missy Swarts, Missy Swarts voted for herself, and Brea Koebele voted for Missy Swarts. Having received the majority of the votes cast, Angie Richards is selected and qualified to assume the office of Clerk.
School Board Chair Kent Harfman called for nominations for School Board Treasurer. Angie Richards made a nomination to elect Rob Hamlin as School Board Treasurer. Board Chair Kent Harfmann called for nominations a second and third time for School Board Treasurer. Kent Harfmann closed nominations for School Board Treasurer and declared Rob Hamlin as elected School Board Treasurer.
Brandon Madery made a motion, seconded by Jill Minette-Stacey, to keep the board salaries the same at an annual $1,300 for Board Chair and $1,000 for Board Directors. The motion carried unanimously.
Rob Hamlin made a motion, seconded by Angie Richards, to designate Home Federal Bank as the District’s Official Depository. The motion carried unanimously.
Rob Hamlin made a motion, seconded by Missy Swarts, to designate Dodge County Independent (Dodge Media) as the District’s Official Newspaper. The motion carried unanimously.
Jill Minette-Stacey made a motion, seconded by Brea Koebele, to designate Ratwik, Roszak & Maloney, P.A. as the District’s Official Legal Counsel. The motion carried unanimously.
Angie Richards made a motion, seconded by Rob Hamlin, to approve the following 2016 School Board Meeting dates. All meetings will start at 7:00 p.m. and will be held at the Community Ed Multi-Purpose Room unless otherwise noted. The motion carried unanimously.

January 9, 2017 - Organizational Meeting
The 2015 School Board Committee assignments were reviewed. All members may request changes in committee assignments to the Board Chair by January 8, 2016, at noon. Assignment will be approved at the next Regular School Board Meeting scheduled for Monday, January 11, 2016, at 7:00 p.m.
Rob Hamlin made a motion, seconded by Angie Richards to adjourn the meeting at 6:20 p.m. The motion carried unanimously.

Meeting Minutes
January 11, 2016
School Board Chair Kent Harfmann called the Regular School Board meeting to order at 7:00 p.m. in the Community Ed Multipurpose Room. Board members Angie Richards, Rob Hamlin, Missy Swarts, Kent Harfmann, and Brea Koebele were present. Student Board Representatives Jessica Kelley and Stephanie Hamlin as well as Superintendent Mark D. Matuska, Business Manager Bob Hasz, Community Ed Director Jenny Carrier, Curriculum Instruction Assessment Director Kelly Braun, Grounds Maintenance Supervisor JJ Williams, Principals Trent Langemo & Michelle Krell, and Activities Director Kyle Huneke were also present. School Board members Jill Minette-Stacey and Brandon Madery were absent as well as Principal Ariana Wright.
Missy Swarts made a motion, seconded by Angie Richards to approve the agenda as presented. The motion carried unanimously.
School Board Chair Kent Harfmann introduced the presenters who in turn introduced the recipients for ‘KoMet Kommendations’ recognizing the following individuals with a KoMet Koin for their outstanding achievements and/or dedication to K-M Schools: Kasie Gruber, Cody Rysavy, Olivia Gossard, and Sarah Bernards for achieving January Students of the Month.
Student Board Representative Jessica Kelley reported that the “Toys for Tots” were purchased and distributed. Jessica also mentioned that Student Council is getting geared up for Snow Week planning, which has been tentatively scheduled for the week of February 29 through March 4. Student Board Representative Stephanie Hamlin reported on the HOSA Club’s successful competition at the Midwinter Conference. FCCLA is organizing a silent auction to raise money for KoMets vs. Cancer. The SADD Club has been over to the Elementary School to teach the students about making good choices.
Carol Anhalt, Executive Director of ZED, and Matt Prigge, ZED Board Chair for 2016, answered additional questions posed by the K-M School Board after a presentation outlining new construction plans for the ALC Facility was distributed earlier this month to them and the other ZED district school boards. School Board Chair Kent Harfmann invited Carol and/or ZED representatives to attend K-M School Board meetings on an annual basis to maintain open, transparent communication between the two districts.
Angie Richards introduced Resolution for Acceptance of Gifts to ISD 204 and moved its adoption for a total value of $2256.00. The motion for adoption was duly seconded by Brea Koebele, and the motion carried unanimously.
Land & Facilities Committee is the only committee that has met since the last school board meeting. In Brandon’s absence, Kent shared that furniture and space ideas were explored today for the HS Commons and Media Center areas.
Rob Hamlin complimented Trent Langemo on his work developing partnerships with area businesses. Angie Richards complimented Michelle Krell on the successful impact of her Inspire Excellence Award assemblies.
Superintendent Matuska reminded the board to attend the Personalized Learning Summit on January 27, 2016, at 4:00 p.m. at Southeast Service Cooperative. Mr. Matuska shared that Vicki Abeles, director of the film ‘Beyond Measure’ that will be viewed at the summit, was featured in the New York Times recently and on WCCO radio last week. The annual RAMSP dinner will be Wednesday, January 13, at 6:00 p.m. at the Southeast Service Coop. Board members were encouraged to attend. SSC and MASA Region 1 will hold its annual Legislator/School Leader Breakfast Forum on Saturday, February 20, 2016, from 8:00 AM – 11:30 AM, at SSC, and Mr. Matuska will be helping facilitate this event. Board members are encouraged to attend.

Missy Swarts made a motion, seconded by Rob Hamlin, to approve revisions for policies 410 Family and Medical Leave Policy, 424 License Status, 520 Student Surveys, 528 Student Parental, Family, and Marital Status Nondiscrimination, 606 Textbooks and Instructional Materials, 701 Establishment and Adoption of School District Budget, 703 Annual Audit, and 706 Acceptance of Gifts. The motion carried unanimously.
Angie Richards made a motion, seconded by Missy Swarts, to approve the proposed date of April 19, 2016, for proctoring ACT at the High School. The motion carried unanimously.
Angie Richards made a motion, seconded by Rob Hamlin, to approve Reduction Resolution, passed each year in case of budget deficits or declining student enrollments. The motion carried unanimously.
Brea Koebele made a motion, seconded by Rob Hamlin, to approve the 2016 School Board Committee Assignments as follows. The motion carried unanimously.

Special Board Work Session Meeting Minutes
January 20, 2016
School Board Chair Kent Harfmann called the Special School Board Work Session Meeting to order at 6:01 p.m. Board members Jill Minette-Stacey, Brea Koebele, Rob Hamlin, Kent Harfmann, Angie Richards, Missy Swarts, Brandon Madery, and Superintendent Matuska were present.
Rob Hamlin made a motion, seconded by Angie Richards, to approve the agenda as presented. The motion carried unanimously.
Rob Hamlin made a motion, seconded by Brandon Madery, to approve the minutes of January 11, 2016, Regular School Board Meeting. The motion carried unanimously.
The Board reviewed primary board roles, the needs for a strategic plan, and examples of strategic plans from multiple Minnesota school districts. The Board determined that the current strategic plan needs a few changes and not to create a whole new strategic plan. The Board reviewed data from the combined Board/Admin work session in November and completed a SWOT Analysis on the whiteboard. The Board will meet again on February 1 to continue development and revision of the Mission and Vision Statements.
The next Special School Board Meeting has been scheduled for Monday, February 1, 2016, at 6:00 p.m. in the District Office Board Room 103.
Rob, Angie, Kent, and Karlyn plan to attend future MN School Board Officers’ Workshop opportunities on various dates in February 2016.
