Congress needs to reject resolution to revoke Lead and Copper Rule Improvements

An Open Letter to All Members of Congress.
I urge you to reject HJ. Res. 44 to revoke the Lead and Copper Rule Improvements adopted in October 2024.
The historic Lead and Copper Rule Improvements strengthen protections against lead in drinking water by requiring full lead service line replacement in a decade for most communities. This rule also lowers the action level from 15 ppb to 10 ppb, protecting millions of people from lead exposure from their drinking water.
Lead service lines are the main source of lead in drinking water, and the EPA estimates that 9 million homes are still served through these lead lines.
There is no safe level of lead in drinking water, and it is especially dangerous for children. It can lead to developmental disorders, damage to the nervous system and blood cells, and more.
In 2021, out of one million children in the U.S. tested, half showed detectable levels of lead in their blood. Lead exposure is much more likely for poorer children and children of color, reinforcing historical inequities.
Instead of tax cuts for billionaires and large corporations, Congress must prioritize safe water for all. We need to eliminate all lead service lines and require replacements with copper pipes — not toxic plastic PVC and CPVC — and Congress should provide funding for full lead service line removal.
