West Concord Council sets public hearing for 2017 utility project

The West Concord City Council has scheduled a public hearing for 6 p.m. on Nov. 17 for affected residents to get more information on the city’s 2017 Utility Improvements Project. The hearing will be held at 207 Main St. to accommodate an expected large turnout.

The $2 million plus project is divided into three separate areas. The first area will involve portions of 5th, Highland, Olive and Arnold Streets. The second area involves portions of Front, Irvin, Arnold and South Streets and the third is a portion of Eugene Street.

Project Area One, City Engineer Joe Palen said, would include water utility and sanitary sewer utility improvements, roadway improvements and storm water improvements.

Project Area Two, he said, includes water and sanitary sewer utility work, roadway improvements and storm water improvements.

Project Area Three is roadway improvements.

Estimated total project cost is $2,029,259.99, Palen said.

Based on the city’s assessment policy, he said, the project would be partially assessed to affected homeowners. The areas that would see partial assessments will include street reconstruction improvements, pedestrian improvements, drain tile/sump pump connections and water service improvements.

Palen estimated that of the total price, $624,639.32 would be assessed to homeowners.

Affected property owners will be notified before the hearing. Details of the project will be explained at the hearing and public input received. After the hearing the city will decide which portions of the project will be done.

A preliminary timetable has construction beginning April 24, 2017 with a completion date of Oct. 15, 2017.
